#27 MOVEMAIL is not available on the Account Wizard

Thunderbird removed Unix-style MoveMail then for some reason it disappeared from Interlink (though presumably not based on the newer Thunderbird that did that) so would be good if returned.

This was likely fallout from moving mailnews core and components as well as their build configuration to the platform.

Assigning this to the 5.0.0 milestone and will be part of the Quality of Life update for Interlink.
