+## Background
+
+The SeaMonkey Project needs an add-on site. The SeaMonkey Project shall get an add-on site. However, Project Phoebus was originally designed to be Pale Moon-specific, and while it eventually evolved to use SQL and be multi-client, it was still limited by its origin design as well as some lingering design flaws. This makes it unsuitable for re-use.

+Project Neptune will resolve these issues by being both Apache and Nginx capable as well as being configured to serve the roles it does rather than being hard coded to make it useful to any project. Additionally, the general design will not stay limited to Mozilla XPI files.
